artifact resolution not working in idp v3

Hi,

we wanted to switch to IdP version 3.2, but had to recognize that artifact
resolution does not work, probably because of misconfiguration of the idp.
Because our elearning platform needs artifact resolution we switched back to
v 2.4.
Unfortunately I deleted accidentally the idp logs, so all we have is the sp
log, which says:

016-08-11 08:04:55 ERROR Shibboleth.ArtifactResolver [679]: exception
resolving SAML 2.0 artifact: CURLSOAPTransport failed while contacting SOAP
endpoint
(https://shibboleth.tubit.tu-berlin.de:8443/idp/profile/SAML2/SOAP/ArtifactResolution):
Connection timed out after 10001 milliseconds 

The "10001 milliseconds" looks to me like the sp firewall.
Concerning the failure of CURLSOAPTransport I would suspect a certificate
issue, but the idp ist told not to validate certs.

Any hint will be appreciated.
