Shibboelth SP install - where is the openssl.cfg file?

Hi,
I tried to use the keygen.bat utility to generate a key pair and it 
tells me it cannot find the openssl config file:
WARNING: can't open config file: /usr/local/ssl/openssl.cnf
This is obviously a *nix path and not a Windows OS path and the .bat 
script finishes, of course, but I didn't see anything about this 
behavior in any of the documentation.

I found via internet archives 
(https://wiki.shibboleth.net/confluence/display/SHIB/SPPKIConfig) that 
the SP installer used to include a config file for OpenSSL but it looks 
like it does not get installed with the latest version of the SP .msi 
installer.   Of course I can install OpenSSL using it's own .msi and 
then set an environment variable to make the .bat script happy.

Does anyone know if there are plans to include the openssl.cfg file or 
if we are simply instructed to ignore the warning the .bat file gives?
