That is certainly the most common case, though IIRC, Google (incorrectly I guess) was explicitly documenting the need for unspecified.

Anyway, if that's the case, people shouln't keep using unspecified. We should just define something at the community level for Google since they can't be bothered, and then the guidance we give people would be consistent.
