Translation of properties files

I think it's just an installer question ultimately, how clean we can make the import of the files into the distribution and automate the whole process.

We could also, I guess keep them out of the distribution but provide an install-time and post-install-time tool to pull in updated translations in some way.

We need to think about what it really means to update the translations and protect local changes and so forth.
