Translation of properties files

Of course I don't see them as exclusive options. I think it's mostly a
question between the first two options. The third one (fed ops offering
localized/federation-specific translations) will most probably be used
anyway.

So, from the Shibboleth team's perspective it's mostly a question
between the first two options. For the IdP deployers it certainly would
be quite beneficial to get translated files out of the box but I also
could understand if the Shibboleth team would want to provide these
files in a separate bundle that is marked as
"community-provided/contribution" or similar.
