Unable to process the relying-party configuartion

In the current working project, backingfile(iPAU-SP-metadata.xml) is used
as a SP's meta-data though backingfile is meant to store the received SP's
metaData from the given metadataURL(which is not proper URL in my case) to
maintain backup.

Please correct me if I am wrong.
