The two classes that instrument reloads are:

net.shibboleth.utilities.java.support.service.AbstractReloadableService
net.shibboleth.ext.spring.service.ReloadableSpringService

I wouldn't expect the background task to restart if it's crashed. I think that means the bug is in the tracking of the changes and that resetting the last modified point resets the logic. So yeah, Rod will need debug logging of what it's doing when it's not reloading.
