IdP V3.1.0 - ReloadableServices not refreshing

Makes sense, kind of figured it was a background crash somewhere. Let me know if any logging changes would help you troubleshoot.

Also, if I issue a "reload-service.bat -id shibboleth.AttributeFilterService" the configuration reloads and also restarts the background task that was broken. The file has automatically updated again.

Almost certainly means the HTTP client code crashed with an uncontrolled exception somewhere and took out the refresh thread. I think all that code is going to have to get tightened up to at least log it, or trap it. Probably log initially to see what's actually throwing and what.
