Briefly, no. And by jettisoned I mean that we decided to not bring forward
all these mechanisms for dynamically probing the services.

You might be able to make something work, but you'll be working in the -impl
tree and that means at any release anything you implement may break at any
time for any release.
It isn't what you want exactly but yesterday I entered case
https://issues.shibboleth.net/jira/browse/IDP-743 which would display the
time when a dataconnector last failed (if ever). It isn't what you need
because it only reports failures in the past. This is targeted against 3.2
and right now I don't see why it shouldn't be done for it.
