I verified the patch isn't working. I'm lost at this point, and I'm not in a position to fix it right now.

The full installer seemed to work for me and has the library versions I'd expect, so I'm not going to revert that, but I pulled the patch and I'm going to have to leave it at that for now.

I'm not seeing sensible content in an admin install of the 64-bit installer that seems to run fine in and of itself so I think whatever broke the patch is the same thing that's causing the admin install to not make sense to me, since the MSP is just a diff. If the diff is running against nonsense, the result will be too.

I'm not seeing two sets of libraries in the admin install tree, and I don't understand how that's possible since the installer has to be installing two sets. But I don't know what the older admin installs looked like, so I need to start fresh with an older MSI and do some sanity checking to get back to something that makes sense to me so I can understand why it's not working now.
