Shibboleth SP shibd.exe wont start after 2.5.4 patch 1 64bit update

I've tried the update file sp-2.5.4-patch1-win64.msp on several windows 2008 r2 systems that ive updated previously with no issues. Upgrading from the 2.5.4 64bit version with 64bit IIS. We get a windows error 1053: the service did not respond to the start or control request in a timely fashion error. When running shibd -check from the \sbin64 directory we get an application error 0xc000007b error. We can run the shibd -check from the \sbin directory and shows overall config is loadable. Does this update require a newer version of the visual c++ 2010 x64 redistributables possibly?
