Signgo Ilex as IdP with Shibboleth SP

Use Firefox, install the SAML Tracer plugin. Start the plugin. Run your test. Look at the data in SAML Tracer. It will show the RelayState sent by the SP to the IdP and the value sent by the IdP to the SP. If they do not match, then the IdP is broke.
