To convert an existing installation to run with the UK Federation

I thought that all you needed to do, to join an IdP the UK Federation (which ours is part of) is register it (needs to be done by administrative contact) then tell the IdP to pull their metadata (as a URL backed provider).

We did modify one of our attribute-filter rules to cover all UK Federation SPs, so they all get an encoded username and affiliation (staff or student) - that covers 95% of our eResource access.

I am trying to re-configure my installation of idp to work with uk federation. It is working with https://sp.testshib.org/ and I have obtained a trusted browser facing certificate.
I Installed the windows Quick install version 2.4.3 on Windows 7 Ent 32bit with Java JRE 8u31 using the instructions at https://wiki.shibboleth.net/confluence/display/SHIB2/IdPQuickInstall.
I am now trying to follow

To convert to uk federation.
When I run setFed.bat ..\conf\UKFederation-config.xml I get a number of Java errors the first is Exception in thread "main" java.lang.NoClassDefFoundError:
org/apache/xeres/parsers/DOMParser
It looks like some java files are missing or not on the CLASSPATH but I am not sure what.
