To convert an existing installation to run with the UK Federation

I am trying to re-configure my installation of idp to work with uk
federation. It is working with https://sp.testshib.org/ and I have obtained
a trusted browser facing certificate.
I Installed the windows Quick install version 2.4.3 on Windows 7 Ent 32bit
with Java JRE 8u31 using the instructions at
https://wiki.shibboleth.net/confluence/display/SHIB2/IdPQuickInstall.
I am now trying to follow
https://wiki.shibboleth.net/confluence/display/SHIB2/IdPQuickInstallCompleteInstall
To convert to uk federation.
When I run setFed.bat ..\conf\UKFederation-config.xml I get a number of Java
errors the first is
Exception in thread "main" java.lang.NoClassDefFoundError:
org/apache/xeres/parsers/DOMParser
It looks like some java files are missing or not on the CLASSPATH but I am
not sure what.
