I think everyone's understanding here was that you meant you couldn't
involve the IdP administrators - but that you could attempt an actual
login to your app/SP via the IdP in question. 

If you can't even do the latter, then no, you can't possibly examine the
RelayState.  Or do much of anything else other than punt it back to the
IdP people and see what they tell you. Good luck.
