Signgo Ilex as IdP with Shibboleth SP

Brent, how is this "not involving the IdP"? I do not even have network access
to the IdP server, so this suggestion is not feasible. I have asked the IdP
owner to supply the request back to the SP from his failed login attempd so
we can examine the RelayState parameter.
