what controls assertion signing?

All versions of 2.x honor the metadata flag above any other setting. V3 would have if I hadn't forgotten it, which I'll file a bug on and fix for 3.1.

But since the reaction seems to be negative about it, I will use a property to allow it to be ignored. I can't really change the behavior for obvious reasons.
