Upgrade IdPv3.2.0 doesn't like property placeholders.

I looked at this and I immediately remembered that the metadata generation task will look at idp.home (because it needs to know where the credentials are).

But that stage isn't supposed to run unless the metadata file isn't there.  Can you confirm whether that is what it trying to do?  If it wasn't I'll need to look further.
