Thanks.  I'll conflate it with IDP-874 which is pretty much the same thing, but done in developer speak - also because this might be generally useful rather from a desire to support an out of date (and, one assumes, insecure) OS.

You'll have seen my note which crossed yours.   You cannot install jetty using the MSI installer.  You will need to install the container yourself.  I am not willing to give advice on doing that in this list - you will need to go to the respective lists for Jetty and Procrun.  For Specific Jetty configuration for Shibboleth you should consult the wiki.
