IDP and Internet Explorer page cannot be displayed error

I believe I have a properly configured IdP version 2.4.3. When trying to use Internet Explorer 11 on any SP, during the redirect to my IdP, I get the "Page cannot be displayed" error message. When turning off friendly error pages for IE, I get a more detailed message:
"Make sure the web address https://www.internet2.edu is correct."

Everything works fine with Chrome and Firefox. I've tried this with no firewall and on a virgin Windows 8.1 VM with the same results. I'm not seeing any access in idp-audit.log when using IE either. Has anyone encountered this error before?
