My proposed example has URI for the nameFormat rather than Wiki's current
"NAME_FORMAT" ,
so I understand you to say Scott that my example is legal while the wiki's
is not

I was also asking whether the required attribute is *nameFormat* (as
stated) or *nameIDFormat* (as in the example three lines down from the
stated requirement).
