RequestMap doesn't seem to be triggering Shib processing

I've edited native.logger, and set level=DEBUG. When I restart apache, I 
see these lines in native.log:

building RequestMapper of type Native...
no resource uri/path/name supplied, will load inline configuration
loading inline configuration...
added Path mapping (secure)
added Path mapping (test-override)
Added <Host> mapping for http://stc-test5.cis.brown.edu
Added <Host> mapping for http://stc-test5.cis.brown.edu:80
Added <Host> mapping for https://stc-test5.cis.brown.edu
Added <Host> mapping for https://stc-test5.cis.brown.edu:443

now, a couple of hours later, if I access that url, I don't see any 
lines being added to native.log. Does that mean the shib plugin did NOT 
run, or just that it didn't detect a match ?

Is there a way to get it to write something to the LOG every time it is 
invoked ?
