​ decided to decommission our local WebSSO and transition everyone to
Shibboleth SPs.  Our first thought was exactly that, just put them in
InCommon.  Then we realized that apparently InCommon only allows 50 SPs​
before they start dinging you with additional charges, so that killed that
before we even seriously explored it.  Now we have a locally written
webpage where people can register their SPs and we put them in our metadata
and download them a tarfile with the files they need to drop into
/etc/shibboleth.
