Yes. As long as those SPs meet the requirements for any SP in
metadata, you can do that today.

We're working on ways to generalize that process to any old SP
metadata (or IdP metadata, for that matter). That metadata would be
managed solely by the Federation Site Administrator (or Delegated
Administrator), but we're not quite there yet.
