Means what it says. Your <Site> mappings aren't correct, so your IIS site 
isn't what you think it is, or it's been virtualized to the point that 
it's not recognizeable if the port isn't correct or something like that.

And you are still using a drastically over-complicated file. It will bite 
you. You do NOT want to use it that way. The defaults for 2.4+ are vastly 
simpler.
