If you're asking whether having them there does anything, it doesn't do 
anything unless you endorse them. There is no possible way for us to 
answer any question about whether a container is or isn't doing something, 
that's outside of Shibboleth.

Fundamentally, you fix internal.xml and then there's no ambiguity about 
what the parser is.
