The "QuickInstaller" should not (and will not) upgrade.  Upgrades are done
using the same mechanism that other IdPs use (download the package and
install it).

Getting traction around a sustainable upgrade process for windows
installation (and moving from proprietary and inscruitable installer tools)
was a major driver when we developed the IdP V3 installers (which does
everything that the V2 "QuickInstaller" does, plus upgrade properly).
