DUO 2FA error: org.xml.sax.SAXParseException: schema_reference.4: Failed to read schema document

Hi,

I'm trying to configure DUO 2FA with my shib IdP v2.3.8.  I'm getting 
this error on startup:

08:03:38.528 - ERROR 
[edu.internet2.middleware.shibboleth.common.config.BaseService:188] - 
Configuration was not loaded for shibboleth.HandlerManager service, 
error creating components.  The root cause of this error was: 
org.xml.sax.SAXParseException: schema_reference.4: Failed to read schema 
document 
'classpath:/schema/shibboleth-2.0-idp-twofactor-login-handler.xsd', 
because 1) could not find the document; 2) the document could not be 
read; 3) the root element of the document is not <xsd:schema>.

I have DUO working on the first IdP node.  This error is for the second 
node I'm trying to setup so I must have missed a step but I can't seem 
to figure it out.  Any ideas?
