mod_shib_24.so not included in shibboleth RPM

It is if the OS includes Apache 2.4. Custom builds of Apache are not compatible with the RPMs provided; you have to build your own, as documented in the wiki, or build from source. The purpose of the RPMs is to provide a ready to run version for the OS corresponding to the RPM, and they cannot be built to accommodate software dependencies outside the OS itself.
