Thanks all for the help.  The Cisco CRES interface only has an option to get the signing cert as far as I can tell, but I'll look again just in case it's similar to WebEx.  It looks like I've been lucky enough to avoid manually creating metadata files so far but now that I know it's not unheard of, I have a direction to go.  Thanks again for the help.

Folks might want to consider the REEP service for this purpose:
https://reep.refeds.org/

I suspect using REEP is easier than handcrafting an entity descriptor.
Moreover, you end up with a publicly addressable metadata endpoint
(i.e., an URL).
