oups: I should have write "does NOT seems to be active ..."

The problem is pretty simple to describe (not to solve ;-) )
Access to https://www.leclimatentrenosmains.org/Shibboleth.sso/Metadata
shoud be handled by "mod_shib" but it isn't.

I tried to desactivate any other handler (like mod_php, etc ... with no 
significant changes)
