IdP for Blackboard Connect

I am trying to set up our Blackboard Connect user portal to authenticate
using Shibboleth, but I'm receiving a "Failure logging in. Invalid Signature
. Please Contact System Admin." error. 

Since the documentation from Blackboard is lacking with regard to the
EntityDescriptor elements, I thought maybe that is the problem. However,
thanks to David's documentation at
https://iam.alaska.edu/shib/wiki/BbConnect, I have compared my metadata file
and find no problems with it. 

With debug logging turned on, I can see that the data appears to be passed
normally, but I still receive the error. Any ideas?
