I had thought that sessions were used to persist the destination URL earlier in the process.  Thanks for the correction.

There's nothing session related here, there is no session yet. It's
possible the in-memory relay state value on the SP is timing out, so you
could just change the relayState mechanism back to cookie and see if that
fixes it.
