Question concerning Authentication Method

To all,
I am currently running two Shibboleth 2.4.0 IdPs using Tomcat under Linux. I am in the process of merging the two IdPs into one IdP. In one of the IdPs I have configured it to use UsernamePassword and Previous login handlers successfully (UsernamePassword is using PasswordProtectedTransport authentication method). In the other I am configured to use External and Previous login handler where External is also using PasswordProtectedTransport authentication method successfully. Now, I want to put them together, however I want to control who goes to which login handler. After consulting the documentation titled Authentication Context for the OASIS Security Assertion Markup Language (SAML) V2.0OASIS Standard, 15 March 2005 I am considering changing the external login handler to a different auth method so that I can specifically refer to the external login handler in the relying party for certain SPs. Unfortunately the best fit is PasswordProtectedTransport. So, in general I am wondering how you can force a SP to use a specific login handler if they both use the same auth method?
