Shibboleth IIS install questions

Shibboleth is server software, not a bunch of HTML files.
So assuming \inetpub\wwwroot\ means what its name implies to me
(i.e., a place where you expose local files to the network by means of
a web server) that does not seem a sensible place to put server
software modules.
