Better approach to do Authorization in shibboleth

We tried to put the RestFul web service data-connector extension in our
existing configuration but we were unable to get the required information
from the maintainers, they said they have developed and given to shibboleth
that's it, right now they are not supporting that extension and they
referring to this shibboleth list.
I do not know, what should we do now? Do we need to write our own code
instead of extension?

To do this small task we have taken lot of time but still we were unable to
do it?

Could any body give any suggestion for this?
