Shibboleth IdP 3 beta 1 and Testshib.org metadata validation

Hi Kevin,

In addition to commenting out the 3 misplaced <SingleLogoutService> 
elements, I had to relocate the 2 <NameIDFormat> elements from below to 
above the <SingleSignOnService> elements. Testshib was now happy, 
however . . .

Not related but I also needed to upgrade my Java 7 JRE with Java 
Cryptography Extension (JCE) Unlimited Strength Jurisdiction Policy 
Files to suppress this Java error on my local IdP:

org.apache.xml.security.encryption.XMLEncryptionException: Illegal key size
