Error when try to log in to Idp: System.Net.Sockets.SocketException No connection could be made because the target machine actively refused it <IP address>

Using IIS, not Tomcat  I have SSL enabled in IIS

Fiddler:

 The connection to '<website>' failed. 
Error: ConnectionRefused (0x274d). 
System.Net.Sockets.SocketException No connection could be made because the
target machine actively refused it <IP address>

I'm new to Shibboleth and I'm  not even sure this is a Shibboleth issue.
