I'm not following where Shibboleth comes into this, you're asking about
ADFS.

If you want to use Shibboleth as the SP instead of ADFS, all I can say is
that in principle it could work with an ISAPI application, but that would
depend on having that application behave like any other web app using
Shibboleth, and relying on the headers for identity information.

You get started by reading the documentation and trying it out I guess.
