Admin/policy question - Shibboleth users with multiple affiliations

If all subjects (current and future) are purely US-based, yes.
Otherwise the scope is global, adding to the problem of getting
agreement on this (though academic Identity Federations might be
shining examples of coordination and alignment, compared to other
international efforts).
