That isn't possible unless you have a substantially corrupted
configuration. You changed something fundamental like commenting out the
<SSO> element or something of that nature. You should start over with the
default settings.

On DEBUG, the log should show all of the message registrations and that
one should be one of them (along with many others).

Another possibility, much less likely, is that you did something very odd
like change the default applicationId and then not restart Apache and
shibd, and things are out of sync.
