Shibolleth IDP with Duo Security and google apps

here is the error i get in my idp log :

 Configuration was not loaded for shibboleth.HandlerManager service, error
creating components.  The root cause of this error was:
org.xml.sax.SAXParseException: UndeclaredPrefix: Cannot resolve
'twofactor:TwoFactorLogin' as a QName: the prefix 'twofactor' is not
declared.
