Yes. Stop the container and run install.bat/sh then restart container. You have to do this to repack/deploy the new war and, the only way to reload the war is to restart the container.
As long as you answer no to the overwrite the config question you will be OK. :-)
Yes. I would update to 2.4.0 if at all possible.
