Hi, I am running a Request For Proposal (RFP) for a project and the main
product to be delivered is an Identity Management System.
Is shibboleth such a tool?

If yes, can fulfill the requirements below?

User Management:
    - Account Management
    - Role Management
    - Organization Management

Policy Management:
    - Request Management
    - Approval Task Management (A request in order to be approved must be
reviewd from specific persons)

Provisioning and Reconciliation

Reporting Tool

An LDAP server will be used for the implementation.
