The site id matches with what is in IIS. Just to insure I am looking at the
right place, I went to "Advanced Settings" of the website and looked at the
value in the field "ID" under "General". 

How do I verify if the Shibboleth ISAPI is loaded? tasklist /m isapi*
returns "INFO: No tasks are running which match the specified criteria."
This may be the reason. Eventvwr is not reporting anything wrong as you saw
in my earlier post. It did say "Filter initialized..."
