Measure the performance of what exactly?

You've got too many environmental factors that influence it. How many
cpu's and how fast are they? How much physical memory in the machine, how
much allocated to the JVM? Are there other processes running using
resources? How fast is your authentication subsystem that you tie
Shibboleth to? How fast is your network?

The core Shibboleth code will handle whatever load you throw at it if you
properly size the resources you give it.
