testshib error

I have recently setup an IdP and am testing it out via TestShib.  The error I am getting is:
Status: urn:oasis:names:tc:SAML:2.0:status:Responder
Sub-Status: urn:oasis:names:tc:SAML:2.0:status:AuthnFailed

Does anyone have any thoughts?  Do I need to change the authentication type.  Right now it is using LDAP.
