Metadata error after SP install and configuration

I am running a 64 bit windows server 2008 sp2. I followed the instructions
in configuring shibboleth2.xml (attached). assume 'example' is my sp and
exampleidp is my idp.

I get the following error at the top my
example.njit.edu/Shibboleth.sso/Metadata

I repeated the setup with a linux host and could not produce the problem.

Please give me a explanation of what this message is, and how I can resolve
it?

I found one reference on this user lists, but it gave no solution.
