I'm not sure what would stop you from using the same IdP for more than one tenant.
Each user can probably only be in one O365 domain, because you have to map from a local-side username to an "Office 365-side" UPN, but we have a small handful of test domains whilst we prepare to migrate our live at edu users to Office 365.
By the way, has anyone else got Shibboleth ECP to work with Office 365 (e.g. for IMAP clients)? It doesn't even seem to attempt a connection with our IdP so it's either me being stupid or Microsoft have a problem. Probably off-topic so perhaps reply direct to me and I'll summarise back to the list if I learn anything interesting.
