Upgrade login error

We have been using idp 2.1.3 for some years and this morning I was upgrading it to 2.4.0  I ran the upgrade this morning as per instructions here:  https://wiki.shibboleth.net/confluence/display/SHIB2/IdP2Upgrade 

Afterwards I tried to connect in via a previously working sp and instead of a login I got this error:

SAML response contained an error.

Error from identity provider:

Status: urn:oasis:names:tc:SAML:2.0:status:Responder
Sub-Status: urn:oasis:names:tc:SAML:2.0:status:AuthnFailed

In the log it says this:

10:29:55.093 - ERROR [edu.internet2.middleware.shibboleth.idp.authn.AuthenticationEngine:525] - No user identified by login handler.

10:29:55.093 - ERROR [edu.internet2.middleware.shibboleth.idp.authn.AuthenticationEngine:481] - Authentication failed with the error:

edu.internet2.middleware.shibboleth.idp.authn.AuthenticationException: No user identified by login handler.

I have now tried to revert to idp2.1.3 but the same thing is happening.  Any ideas as to what might have broken would be appreciated.
